The Town of Essex is located in southwestern Ontario, approximately twenty-eight (28) kilometres southeast of the City of Windsor and is one of seven (7) lower‐tier municipalities in the County of Essex. The Town of Essex consists of four (4) distinct and unique Centres — Essex Centre, Colchester Centre, Harrow Centre and McGregor Centre. The current population of the Town of Essex is 21,216. The Town of Essex is issuing a Request for Proposal (RFP) for the creation of a municipal wide industrial sector focused Community Improvement Plan (CIP). The CIP will aim to reduce economic barriers to industrial investment by creating a successful framework of incentives and criteria to encompass eligible developments throughout the Town of Essex. The successful proponent will also be expected to review and provide recommendations and/or amendments to existing CIPs which have a broad range of incentive programs to encourage investment both by new and existing businesses in specific geographic centres in the Town. This project will seek to achieve three goals: 1. Propose various programs, in accordance with the terms of the Municipal Act, 2001 to allow eligible industrial projects to access financial incentives. 2. Create an industrial sector specific program to add to the Town’s CIP portfolio to support economic development and job opportunities. 3. Build upon the existing CIP programs for Essex Centre, Harrow, and Colchester and where appropriate, provide recommendations to improve or modernize CIP programming in those existing areas. |
